I would define beauty in photography as whatever the photographer gets inspiration from. It doesn't matter what the photograph is of. It could be of a war zone or of a cute little baby. I don't think there's any characteristics in beautiful photography except good lighting and rule of thirds and things like that. Beauty can be in any form.
